Bring water, sugar and crushed juniper berries to a boil in a small pot over medium-high heat. Remove from heat, cover with plastic wrap and let steep for 10 minutes. Strain and cool syrup completely.
Place all ingredients in a cocktail shaker with ice. Shake for 1 minute. Transfer into another shaker without ice and shake for an additional minute.
Strain into a highball glass and garnish with bitters.
